Also at the time the idiotic cop broke this ladies jaw, She was handcuffed' and clearly incapacitated. She'd been shot a few times. Too. By that point . And it's clear she was no danger at that point. The cop also knew her abdomen was injured severely. One shot usually stops a person. She was clearly no longer a danger. By far that's the case.
